Although only Rome was allowed to strike coins in precious metals some of the Eastern provinces like Turkey were allowed local currency struck in silver to meet the need for coinage. These coins were meant for use only within the area they were struck. This coin was likely intended to be used as a Denarius (a reasonably high value silver coin).
